American Councils for International Education: ACTR/ACCELS is an international not-for-profit organization working to advance education, research, and mutual understanding between the United States and the nations of Eastern Europe, Eurasia, and Southeast Europe.
EXPERTS IN GRADUATE FELLOWSHIP MANAGEMENT American Councils’ experience administering graduate fellowship programs ranges from the prestigious Edmund S. Muskie Graduate Fellowship Program to smaller, country-specific fellowships such as the Umid Foundation Scholarships in Uzbekistan. Through these programs, American Councils has recruited, selected, and placed more than 3,000 participants in degree-granting graduate programs in the United States. Over 95% of participants successfully complete their programs of study, and return to their home countries to advance democratic and economic reforms.
DIVERSE SOURCES OF FUNDING Funds for American Councils-administered graduate fellowship programs come from public and private sources. On average, U.S. graduate schools pay 50% of tuition and fees for participants of American Councils-administered graduate fellowship programs. In addition, American Councils has established a comprehensive fundraising program that builds awareness and receives support from individuals, foundations, corporations, and grassroots organizations interested in economic development in Eurasia.
MAKING A DIFFERENCE American Councils makes a difference in Eastern Europe, Eurasia and Southeast Europe by promoting the following initiatives:
  • Providing consulting services to governments on new models and methods for education
  • Developing and advocating policy on language education
  • Administering educational testing in 150 locations

  • Managing 20 Educational Advising Centers across Eurasia
